rutorrent initialise scheduled throttling on boot

Hi. I've just install rtorrent/rutorrent 3.6. Everything works great except when I boot the machine it doesn't load the scheduler throttling into rtorrent.

I've tried adding execute = {sh,-c,/usr/bin/php /var/www/rutorrent/php/initplugins.php rtor &} to my ~/.rtorrent.rc but it doesn't help.

If I load the web interface it sets the throttling according to the schedule properly. I think I'm missing an execute command but I'm not sure what it would be.

edit: It appears that the throttle speed doesn't update at all unless I start the web interface.
