Rutorrent in Windows

The Rutorrent is the most fabulous web interface for torrents I know. I think what makes the rutorrent superior to competitors is the numerous plugins. All fabulous.
I do not know if this question has already been posted here in the forum, searched and found nothing:
The base is the rtorrent rutorrent that only has version for Linux (that I know). The possibility exists that the rutorrent work along with some tor client on Windows or MacOS?
I saw this post (http://rtwi.jmk.hu/wiki/rTorrentOnWindows) teaching install rtorrent in Cygwin, but it still fails.

That site also offers precompiled binaries of rtorrent for windows.
Windows GNU Binutils and BASH must be installed for a quick port.

Thank you for the quick response friend, I was very happy with it. Could you help me in setting to allow to communicate with rtorrent rutorrent interface in Windows. In this part you mention (Windows and GNU Binutils BASH must be installed for a quick port). Since I'm not a power user.
