If you need to disable plugin, you must
1) Shutdown it via menu
2) Add section to conf/plugins.ini or|and conf/users/[username]/plugins.ini.

Why can't we disable the plugin directly from webui? It could simply write data to global or user plugins.ini files once disabled/enabled.
It looks pretty easy I could get this coded if agreed on the flow.
you can disable a plugin from the webui if the user has access to the plugin tab, but it's not permanent.
to disable it permanently, do what novik said
The best way to keep plugins working for some users but allow it for others is to use the ini files like novik said...if you don't need the plugin for any user, simply delete the entire plugin.
