you can do a couple things. First of all, which webserver are you using. You likely didn't set up auth correctly. Secondly, you could remove SCGI entirely and use the httprpc or rpc plugin. This handles everything via php

Uninstall apache2-mpm-worker and install apache2-mpm-prefork and libapache2-mod-php5 These should be all you need for Apache + PHP: apache2-mpm-prefork libapache2-mod-php5 php5 libapache2-mod-scgi (if you don't use the httprpc or rpc ruTorrent plugins)

Connect by ssh and make sure that apache is running and you can check apache error logs too.

This has nothing to do with rutorrent (or rtorrent). You need to check permissions on the target directories and make sure your user isn't chrooted to their homedir. This is Linux 101.

awesome mate. that did the trick. i have now re-enabled the options and no issues. that scrip was very handy. it didn't fix up all the lines in my rtorrent.rc file, however when you look and find the old values in there and update the file its really straight forward. thanks for the heads up

Rutorrent has no login mechanism. You need to edit your web server's configuration. As you have not provided any info I can't help you any more than this.
