I'm sorry, but my locales are ok.
I just got the latest rutorrent and filemanager, but still can't get files with Russian names look properly.
I got '??...' instead of cyrillic letters.
By the way, files with numbers and English letters in their names look OK.
ps: one more thing. In the list of my torrents (in rutorrent) I can see cyrillic symbols in torrent names. They look great. But in the 'File Manager' tab there are only question marks.
Please install/compile the required locales on your system, since this is not a php/filemanager issue.

Having this same issue as well. FFMPEG is the newest version compiled from GIT, here is the log:
