Help understanding upload/download + seed/peer settings on webui interface.

Hello,
I recently purchased a shared seedbox package from seedroots.com
I am having an issue understanding how to use the webui's settings menu. Specifically the downloading and seeding settings. I looked through this entire forum before posting this, as it is quite simple but is causing me major downloading and uploading issues. I have figured out how to add torrents, set up auto download and removing them. At this point I am getting 90-600kbps for my average upload speed. The seedbox has a 100mbit/dl 50mbit/ul connection to the internet. I understand this shared but between very few users. I initially capped out at 10.4mb download and 4.5 upload. At this point I have stopped seeding till I figure out what numbers to input into the webui. The settings I am referring to are as posted below (included is the current setting) By the way, I have just been changing the numbers up and down alot to see if that helps but it seemed to make it worse. If someone would be able to explain how the terms relate to the uploading and downloading of the torrents, or if you have some numbers I should try, let me know. By the way, I do not have root access to the seedbox, but I can log into $ on putty via SSH.

Downloads:
