This is the way it's always been.
The reason is you can set up multiple vhosts. I do this all the time with cherokee on systems which:
have multiple rutorrent's
and
have multiple subdomains, one for each rutorrent.
in such a situation you'd create a vhost for each rutorrent user, set the webroot for each, and set the behavior tab on each.
