No connections to Rtorrent

hi. i tried to access it many times but everytime it gives the following message:

[20.11.2013 21:49:28] WebUI started.
[20.11.2013 21:49:39] No connection to rTorrent. Check if it is really running. Check $scgi_port and $scgi_host settings in config.php and scgi_port in rTorrent configuration file.

what can i do please help me.
