Such plugin is exist. But it is commercial. For got it you must

How many commercial plugin exist?
1. 'multirpc' plugin.
This is a integration solution for several users, who work at the some hosting.
With this plugin user can
- See torrents, owned by another users. And run some core commands
(start, stop, etc) for its.
- Mark torrents as 'visible' or 'hidden' for another users.
- When user add a new torrent, plugin check another users first - may
be, he already have a data files for this torrent. In this case,
plugin will not download data, it simple copy (or hardlink) it from
existing.
Of course, plugin has a lot of configurable options (which commands
are enabled, is user can see passkeys, is user can see 'hidden'
torrents etc).
Prerequests:
- Each user must have a separate rtorrent instance.
- All rtorrent instances must have a some version.
- All rtorrent instances must run on the some host.
- For 'duplicate' feature all rtorrent instances must have ability
read ('copy' duplication) all files of another user or read all files
and write to directories ('hardlink' duplication).
2. 'tracklimits' plugin.
With this plugin rtorrent will restrict download (or/and upload) speed
for some trackers (list is configurable).
Plugin hasn't UI, all configurations are placed on the server side and
invisible to user. If you need a user's controlled plugin you may use
free plugin 'extratio'.
3. 'trafic_check' plugin.
With this plugin rtorrent will stop all torrents when traffic limit
(summary DL+UL, per month) for user is reached. User can't start
torrents up to first day of the next month.
4. 'upload_check' plugin.
With this plugin rtorrent will limit UL speed when upload
limit (only UL, per month or per day - this is configurable) for user
is reached. Normal speed
will be restored at the first day of the next month (or at the first
minute of the next day).
5. 'starter' plugin.
With this plugin user can start/stop (and check functionality) of his
rtorrent instance.
6. 'quotaspace' plugin.
This plugin like 'diskspace', but work with linux file system quotas. When user reach disk space limit, ruTorrent show him warning, stop all downloads and set global limit of download speed to 1 K/s.
