The option Peer Exchange

I Was wondering why Peer Exchange is only available for some torrents..and not to all of them..

You cant operate with this option with the private torrents.

1) This can't be true.
2) Does you understand - what is a "private torrent"?

So do you a have a theory of why it is possible?

and what's the logic behind not being able to do peer exchage on a private torrent? just wondering

No. This hasn't relation to the tracker status. Torrent file has a special 'private' flag. It may be turned on when this torrent is created. For such torrents peer exchange and DHT are disabled.
